From 2009 to 2016, he held the position of chief operating officer at the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) during President Benigno Aquino III’s administration. TIEZA, an agency under the Department of Tourism (DOT), oversees tourism enterprise zones established by Republic Act 9593.
Lapid resumed his role in TIEZA in 2021 after being appointed as its chief by President Rodrigo Duterte on January 5, 2021.
Lapid’s journey in public service began at a young age when he was elected as SK (Sanggunian Kabataan) Chairman at just 16 years old. Concurrently, he represented the province’s youth sector in the Sangguniang Panlalawigan of Pampanga.
At the age of 24, he became the Governor of Pampanga, where he led initiatives that elevated the province’s productivity, making it one of the top ten most productive provinces in the Philippines. His tenure as Governor was characterized by increased infrastructure development.
Despite an unsuccessful bid for a Senate seat in 2015 under the Koalisyon ng Daang Matuwid, Lapid garnered attention and applause during a senatorial forum at the University of the Philippines – Diliman for his support of peace in Mindanao and same-sex marriage.
